Commissioner of Insurance Joseph Murphy has reappointed Sumner Gilman to the CAR Governing Committee. His appointment will be effective from July 1, 2012 through June 30, 2018.
Mr. Gilman is the President of Economy Insurance Agency of Springfield. He has been a licensed Massachusetts Producer since 1968 and has been the President of Economy Insurance Agency since 1977.
After a seven-year hiatus, Mr. Gilman was reappointed to the CAR Governing Committee last year. Mr. Gilman first served as an ERP Representative on the Board from 1986 until July of 2004. During that period, he served both as the Vice Chairman and then Chairman of the Governing Committee, occupying the latter post from 1996 through 1998. A long-time advocate for the Assigned Risk Producers at CAR, he has also served on a variety of CAR’s Advisory Committees including the Acturial, Market Review, Personnel and Budget Committees.
Commonwealth Automobile Reinsurers is the industry operated residual market and statistical agent for motor vehicle insurance in Massachusetts. The Governing Committee is the body “…responsible for the administration of CAR, including the preparation and filing of the Plan and Rules of Operation and the adoption and filing of any amendments to the Plan or Rules of Operation.” The Governing Committee is comprised of thirteen members appointed by the Commissioner of Insurance to serve a six-year term. Seven members are from insurance companies, with the remaining six spots appointed to associations representing Massachusetts insurance agents. Two of the six members representing insurance producers are assigned risk producers, or agents who do not have a voluntary contract.
