The Workers’ Compensation Rating and Inspection Bureau made a bevy of announcements this fall. The following is a quick rundown of what’s been announced:
Online Massachusetts Construction Classification Premium Adjustment Program Application (Online MCCPAP)
This new on-line application is now available under the Products and Services section of the WCRIB website. This was announced in Circular Leter No. 2205 on September 21, 2012.
Online MCCPAP is a web-based software application that allows an employer, or a producer who is authorized by the employer, to complete the application on the employer’s behalf to electronically submit a construction credit application to the WCRIBMA through its website. The procedures for submitting an Online MCCPAP application are attached. Users will also be able to access these procedures within the application.

Maximum and Minimum Weekly Compensation Rates; COLA Payment and Reimbursement Schedules; and Attorneys’ Fee Schedule
On October 10, 2012 the WCRIB issued Circular Letter No. 2206 which discusses and addresses the Department of Industrial Accidents own Circular Letter regarding COLA Payment and Reimbursement Schedules; Maximum and Minimum Weekly Compensation Rates; and Attorneys’ Fee Schedule. In the letter, it reminds members and subscribers that the “…average weekly wage in the Commonwealth as promulgated by the Commissioner of Unemployment Assistance is $1,173.06” as of October 1st.

Payroll Determination for Sole Proprietors, Partners of Legal Partnerships & Members of an LLC
This Circular states that effective October 1, 2012 the premium basis for sole proprietors, partners of legal partnerships and LLC members who choose to become employees and obtain workers’ compensation will be $42,700.
The WCRIB says that this change will only affect new and renewal business effective on or after October 1, 2012.

Basis of Premium – Taxi Cab Companies, Effective October 1, 2012, Applicable to New and Renewal Business
This announcement which also affects new and renewal business as of October 1, 2012 discusses the bases of premium entries for Taxi-Cab Companies.

Discontinuation of PEEP
On October 15, 2012, the WCRIB announced the permanent discontinuation of the Policy Entry and Edit Package as of December 31, 2014. The Rating Burea will continue to use other CDX products such as the Bureau Entry and Edit Package (BEEP).

Introduction of New Product
On October 24, 2012 The Worker’s Compensation Rating and Inspection Bureau announced in Circular Letter No. 2210 the following:
The Workers’ Compensation Statutory Page 14 Compilation is now available in our Members’ Area as a new product called Industry Information. It
will contain a comparison of Massachusetts Workers’ Compensation Statutory Page 14 data for the three most recent calendar years, as well as a table of
premium rankings by group and a graph showing a history of calendar year direct incurred loss ratios.
These reports will be updated monthly beginning in April through August.
