The New Registrar of Motor Vehicles began her tenure in January of this year
Celia Blue has been sworn in as the new Registrar of Motor Vehicles. She replaces Rachel Kaprielian who was appointed by Governor Patrick to take over as the new Secretary of Labor and Workforce Development.
Prior to becoming Registrar, Ms. Blue was the MassDOT Assistant Secretary for Performance Management and Innovation, where she was responsible for helping various division of MassDOT develop and implement performance management systems. Prior to that Ms. Blue actually worked at the RMV under former Registrar Kaprelian as Deputy Registrar for the Registry of Motor Vehicles.
Celia has spearheaded numerous successful innovation initiatives and led our efforts to make performance management more transparent and accountable to the public,” said Secretary Davey. “As a former Deputy Registrar with private sector experience, she is uniquely qualified to lead the RMV.”
During her tenure as Deputy Registrar at the Registry of Motor Vehicles, Ms. Blue was charged with the oversight of the RMV’s customer service operations and was instrumental in reducing customer wait times both at RMV branches and via the RMV call center. In addition, Blue helped implement the RMV’s plan to expand its presence through its unique partnership with AAA.
A Worcester State College graduate, Blue also received her Masters in Business Administration from Anna Maria College. She is a former Commissioner of the Massachusetts Aeronautics Commission and has also held various positions in the private sector. She also serves on several civic and community organizational boards in both Central and Eastern Massachusetts.
