Replaces Outgoing Acting Commissioner Rachel M. Davison
On June 10th, 2024, Kevin Patrick Beagan officially assumed the role of Acting Commissioner of the Massachusetts Division of Insurance. He replaced Rachel M. Davison who had served as the Acting Commissioner since April of this year.
Prior to this appointment, Mr. Beagan served as the Division’s Deputy Commissioner of the Health Care Access Bureau. In this capacity, he managed the Bureau of Managed Care and Consumer Services Unit, overseeing the regulation of insured health plans, including product offerings, rate approvals, and access to coverage and benefits. His previous roles within the Division include Director of the Bureau of Managed Care and Director of the Health Unit, State Rating Bureau.
Additionally, Acting Commissioner Beagan has held senior analyst positions at the Massachusetts State Budget Bureau and Kaiser Foundation Health Plan.
Throughout his distinguished career, Beagan has been recognized for his public service, receiving the Manuel Carvalho Award for Excellence in Public Service in both 2001 and 2008.
Mr. Beagan’s academic credentials include a Master of Public Policy (MPP) and a Master of Public Health (MPH) from the University of California, Berkeley, and a bachelor’s degree in economics and international relations from Brown University.
The Massachusetts Division of Insurance is currently looking for a permanent replacement for the position after the departure of former Commissioner of Insurance Gary Anderson, who left his position after being named CEO of the National Association of Insurance Commissioner.
