Medford Man Pleads Guilty To 20 Counts of Insurance Fraud & Larceny

Middlesex District Attorney Marian Ryan announced today that Yongshuo Qu, 45, of both Medford and Hudson, NH had plead guilty to 12 counts of insurance fraud as well as to 8 counts attempted larceny. Mr. Qu, who had been indicted by a Middlesex Grand Jury was originally arraigned in Middlesex Superior Court on December 19, 2013.

According to the Middlesex DA’s Office, Mr. Qu, a licensed acupuncturist billed more than $30,000 in fees for acupuncture and other services that he never really provided. He filed the fake insurance claims through the businesses he operated in the cities of Lowell and Medford.

“This defendant filed hundreds of fake insurance claims for services he never provided,” said District Attorney Ryan.  “We commend the Massachusetts Insurance Fraud Bureau for their efforts in pursuing this matter and working with us so that, together, we could bring this case to a successful completion.  This kind of fraud undermines the system and costs everyone money.” 

The results of an investigation by the Insurance Fraud Bureau found that between March 2008 and April 2012, Mr. Qu advertised his services for “Acupuncture, Massage, Chiropractic, Physical Therapy, Chinese Herbal Medicine and Chi Gong Therapy.” As it turns out, however, the defendant was neither a licensed chiropractor nor physical therapist. Rather, acting as the resident for two businesses, HealthLand, LLC, operating out of Lowell  and out of the defendant’s home in Medford, and Back2Balance, LLC, located in Boston.and in the defendant’s home in Medford, along with Back2Balance located in Boston, the defendant billed for a few legitimate services along with hundreds of additional falsified bills of treatment and examinations that he never performed.

The investigation revealed that within that time period, the defendant billed for legitimate massage services rendered to 13 clients, but then added hundreds of additional charges for examinations and treatments he never provided.  Additionally, in several instances, he billed insurance companies for work he said he had completed that had actually been performed by unlicensed practitioners.  In total, the defendant fraudulently billed more than $30,000 in insurance claims.


 As a result of the investigation and Mr. Qu’s decision to plead guilty Middlesex Superior Court Judge Bruce Henry sentenced Mr. Qu to two years in jail to be suspended for 4 years. In addition, he must also pay $24,000 in fines and $13,885 in restitution to Commerce Insurance.
