
CONCORD, NH (August 25, 2025) – The New Hampshire Insurance Department (NHID) today announces a $2,938,676 administrative assessment offset for Fiscal Year 2026, alongside significant achievements and strong revenue contributions for Fiscal Year 2025. The NHID collected nearly $176,449,000 for the State’s General Fund, including $150,403,000 from premium taxes and $26,046,000 from fees and fines. These results reflect the Department’s fiscal responsibility and its role in maintaining a fair and competitive insurance market.
“The nearly $3 million offset and $176 million collected for the General Fund underscore the Department’s effective stewardship and its commitment to New Hampshire taxpayers,” said Insurance Commissioner DJ Bettencourt. “At the same time, our progress in consumer services, enforcement, and licensing demonstrates the NHID’s dedication to both regulatory excellence and consumer protection in the Granite State.”
In Fiscal Year 2025, the NHID’s Consumer Services Unit processed 1,475 consumer complaint investigations, addressed 4,091 assistance requests, and reviewed 134 external health review applications. In total, the Department recovered $3,569,803 for consumers, including $2,119,534 from Property & Casualty claims and $1,450,269 from Life & Health claims.
“The Consumer Services Unit works every day to ensure Granite Staters are treated fairly in the insurance marketplace,” said Robin Tierney, Consumer Services Director. “These recoveries reflect the Department’s ongoing mission to help consumers navigate the market, resolve disputes, and access the coverage they deserve.”
The NHID’s Enforcement Division conducted 321 investigations, took 36 administrative actions, and assessed $912,750 in fines in Fiscal Year 2025.

The Licensing Division also reported steady growth. During Fiscal Year 2025, the Department issued 8,139 new licenses, bringing the total to 116,848 adjuster licenses and 124,511 producer licenses. Over the past five years, the NHID has added 69,093 licenses, reflecting its ongoing role in supporting a competitive insurance workforce.
