MassDOT Approves A New Operating System for the RMV

6a011278fcce7c28a4017c3455d2f1970b-320wiThe Massachusetts Department of Transportation (MassDOT) Board of Directos has unanimously approved a new contract to overhaul and upgrade the Registry of Motor Vehicles operating system. The 27-year old operating system, ALARS (Automated Licensing and Registration System), is woefully running over-capacity handling some seven million transactions a day.

“This investment is one that will increase the ease of doing business with the Registry,” said Registrar of Motor Vehicles Rachel Kaprielian. “Modernization will allow us to better respond to the needs of our customers and business partners and give us a system that can adapt to new administrative, legislative and regulatory changes like never before.”

The contract awarded to Deloitte Consulting LLC, will last approximately 63-months and will cost no more than $76.8 million. The sum will include all costs to create and implement a new operating system at the RMV including the design, development and installation. MassDOT expects that the upgrade will result in savings of $19 million dollars or more each year, creating a return on the investment in approximately six years.

“The Board vote today is a win for our customers,” MassDOT Secretary and CEO Richard A. Davey. “This modernization project will revolutionize the way our customers interact with us. Their time spent in line and on the phone will be reduced and we will use technology to make each customer’s Registry profile readily accessible and easy to understand.”

In addition to upgrading system capacity, the new operating system will provide other services including evaluations of staff and branch performance, a more reliable revenue collection and distribution system, an improvement in information sharing with law enforcement, and expand services conducted by our business partners in the vehicle sales and insurance industries.
