RMV Software Contract In Line For Another Extension

MassDOT First Awarded Fast Enterprises a Contract in 2016

Department of Transportation overseers want to extend a contract for the technology system that one official described as “absolutely core to everything” that takes place at the Registry of Motor Vehicles.

The audit and finance subcommittee of MassDOT’s Board of Directors voted unanimously Wednesday to recommend a five-year, $48.2 million contract extension with Fast Enterprises, the company responsible for the ATLAS platform behind many RMV functions.

MassDOT Chief Information Officer David Bedard said ATLAS is responsible for in-person transactions across the RMV’s 62 locations. Vehicle inspections, credentialing for licenses and other state IDs, and appointment scheduling all rely on ATLAS, he said.

“It’s absolutely core to everything that the registry does,” Bedard said.

MassDOT first awarded Fast Enterprises a contract in 2016 to replace what Bedard called the RMV’s “legacy mainframe system.” The original deal was for five years with a three-year extension, which the state already executed, and another five-year extension, which the subcommittee recommended Wednesday.

The full MassDOT board will need to approve the extension.

Bedard said the average annual costs in the extension will rise to about $9.6 million, up from current average annual costs of $7.4 million.

“When looking at the $9.6 [million] alone, you can understand that that is a big number, but when you compare it to other technologies in terms of value, we believe we get a decent amount of value,” he said. “The sheer complexity of what the registry does and what this Fast technology platform delivers and what the premium support and licensing allows us to go do is definitely comparable, let’s put it that way.”
