MA DOI Deputy Commissioner Honored by NAIC

Three State Insurance Regulators Honored with 2025 Robert Dineen Award

During the Opening Session of the National Association of Insurance Commissioners’ (NAIC) 2025 Fall National Meeting on Dec. 9, North Dakota Insurance Commissioner and NAIC President Jon Godfread recognized three state insurance regulators for their exemplary service with the NAIC’s Robert Dineen Award.

The Robert Dineen Award was established in June 1989 for Outstanding Service and Contribution to the State Regulation of Insurance and named in honor of the founder of the NAIC’s Support and Services Office.

Kevin P. Beagan

For 31 years, Kevin has advanced regulatory excellence at the Massachusetts Division of Insurance, where he serves as a deputy commissioner.

Kevin, who also served as acting commissioner in 2024, played a pivotal role in implementing Chapter 58 of the Acts of 2006 in the state, the landmark reform law that laid the groundwork for the Affordable Care Act.

He also helped establish some of the nation’s earliest health insurance quality standards, and he has led the Division’s Health Care Access Bureau since its inception.

Kevin continues to shape the state’s health landscape through the implementation of Massachusetts’ new licensing and regulatory framework for pharmacy benefit managers.

Amy J. Malm

Amy serves as the administrator of the Division of Financial Regulation at the Wisconsin Office of the Commissioner of Insurance, where she has earned national respect for her leadership in financial regulation.

After severe storms in the summer of 2022 led to an excessive claim volume that resulted in the liquidation of the primary reinsurer supporting Wisconsin’s town mutual industry, Amy and her team ensured vulnerable Wisconsinites were protected.

Within months, dozens of town mutual insurers successfully converted, affiliated, or merged, without any town mutual policyholders losing coverage during that transition.

Amy has cultivated a thoughtful, detail-driven team dedicated to professional growth. Beyond her state responsibilities, she chairs the NAIC’s Risk-Focused Surveillance Working Group and contributes significantly to the Society of Financial Examiners.

Jamie Walker

In 2000, Jamie joined the Texas Department of Insurance as an examiner trainee. She now serves as the deputy commissioner of the Financial Regulation Division and has become a nationally and internationally respected authority in the field.

Her expertise was central to developing the NAIC’s Best Practices in Reviewing Complex Ownership Structures, a critical resource that promotes consistency across jurisdictions and ensures accurate identification of controlling persons.

Jamie represents her state on numerous NAIC groups and chairs the Accounting Practices and Procedures Task Force, where her deep knowledge continues to strengthen national solvency oversight.
