4th Look 2025: Market Share Report for MA Auto Marketplace

Latest Data on Insurer’s Exposures & Market Share

Published every other month, Agency Checklists’ CAR Updates review the latest data on the current state of the Private Passenger Automobile Insurance marketplace. For our fourth look of the year, this update reviews the market share data as of April 2025, the latest date for which complete data is available.

For those readers unfamiliar with the Commonwealth Automobile Reinsurers, better known as “CAR”, it is the official statistical agent for motor vehicle insurance in the Commonwealth of Massachusetts.

Five thoughts on the latest market share data

The following are five insights courtesy of Chat GPT on the movements happening in the marketplace based on a comparison of the market in April 2024 versus the state of the marketplace as of April 2025.

🔺 1. Progressive Records the Largest Gain in Market Share

  • 2025: 11.65% market share (198,752 exposures)
  • 2024: 8.56% market share (144,033 exposures)
  • Change: ▲ +3.09 points | ▲ +54,719 exposures
  • Takeaway: Progressive posted the most significant growth of any major carrier, rising from fourth to third place. Its upward momentum closed the gap with GEICO and suggests aggressive growth in the Massachusetts auto space.

🔻 2. GEICO and Commerce Both Lost Ground

  • GEICO:
    • 2025: 11.82% | 2024: 13.53%
    • Change: ▼ –1.71 points | ▼ –25,911 exposures
  • Commerce:
    • 2025: 18.24% | 2024: 19.02%
    • Change: ▼ –0.78 points | ▼ –8,719 exposures
  • Takeaway: The state’s top two carriers saw measurable declines. While Commerce retained its number one position, GEICO’s notable loss in share narrowed the gap between itself and Progressive.

🔁 3. Standard Fire Leapfrogs Liberty Mutual

  • Standard Fire:
    • 2025: 5.96% | 2024: 5.17%
    • Change: ▲ +0.79 points | ▲ +14,720 exposures
  • Liberty Mutual:
    • 2025: 5.28% | 2024: 5.98%
    • Change: ▼ –0.70 points | ▼ –10,442 exposures
  • Takeaway: Liberty Mutual slipped below Standard Fire in overall share, as it continued a multiyear decline in its Massachusetts auto portfolio.

🛑 4. Electric Insurance Virtually Exits the Market

  • 2025: 76 exposures (0.00%)
  • 2024: 3,121 exposures (0.19%)
  • Change: ▼ –3,045 exposures
  • Takeaway: Electric Insurance’s dramatic drop confirms its withdrawal from the Massachusetts personal auto market, consistent with earlier public notices of runoff activity.

📈 5. Modest Overall Growth in the Market

  • Total Exposures:
    • 2025: 1,706,538
    • 2024: 1,682,172
    • Change: ▲ +24,366 exposures | ▲ +1.45%
  • Takeaway: Despite volatility among individual insurers, the overall market expanded modestly, with growth largely concentrated among mid-tier and fast-rising carriers like Progressive, Standard Fire, and Plymouth Rock.
