New Hampshire Homeowners Insurance Market Shows Strong Competition and Value, Says NHID Report

State Maintains Third-Lowest Premiums in New England; Market Sees Carrier Growth and Higher Coverage Ratios

CONCORD, NH — A newly released report by the New Hampshire Insurance Department (NHID) finds that the state’s homeowners insurance market remains highly competitive, with more carriers, broader coverage, and continued affordability from 2018 through 2022.

“New Hampshire’s homeowners’ insurance market is among the most affordable, competitive, and consumer-friendly in the region, a direct reflection of our free-market environment and smart, balanced regulatory oversight,” said Insurance Commissioner DJ Bettencourt.

Based on data from the National Association of Insurance Commissioners, the report offers a multi-year analysis of market trends, including newly added zip code-level insights. It shows that:

  • Policy value has increased: In 2022, homeowners received $699 in coverage for every $1 of premium, up from $678 in 2018.
  • Written premiums grew 26.2% over the five-year period, while coverage per premium dollar also improved.
  • Loss ratios remained low, with a 35% average statewide loss ratio, suggesting premiums were actuarially adequate and the market financially sound.

Broad Carrier Participation Across the State

As of 2022, 64 insurance companies were actively writing homeowners policies in New Hampshire. Every county had access to at least 60 insurers, and every town had no fewer than 18 carrier options, highlighting the availability of competitive choices across the state.

Deputy Insurance Commissioner Keith Nyhan emphasized the market’s accessibility:

“These findings reinforce the strength and accessibility of New Hampshire’s homeowners’ insurance market. Not only are more carriers entering the market, but policyholders are also seeing enhanced coverage and competitive options. The NHID is committed to maintaining transparency and consumer protections for Granite Staters.”

New Hampshire maintained the third-lowest average written premium for homeowners’ insurance in New England throughout the 2018–2022 period, trailing only Maine and Vermont.

The report signals a stable environment for insurers and consumers alike, marked by expanding coverage, strong regulatory stewardship, and continued market growth.
