Connecticut Insurance Department Launches Updated Captive Division Website with Eligibility Tool

The Connecticut Insurance Department announced the launch of an updated Captive Division website featuring an interactive eligibility screening tool designed to help users evaluate whether a captive insurance structure may be appropriate before entering the formal application process.

The redesigned site is intended to improve access to information for both industry stakeholders and the public, while offering clearer guidance on regulatory requirements and processes within Connecticut’s captive insurance program.

According to the Department, the eligibility screening tool provides a step-by-step pathway that guides users through key decision points, allowing prospective captive insurers to assess whether a proposed structure may meet Department standards prior to submission of a formal application.

The updated website also introduces enhancements to usability and transparency, including improved navigation, clearer explanations of regulatory requirements, and a streamlined layout aimed at facilitating access to key resources.

“Connecticut’s captive insurance program continues to grow and evolve, and these website updates reflect our commitment to providing clear, accessible information that supports companies and the public alike,” said Commissioner Josh Hershman. “By improving how we present resources and guidance, we are making it easier for stakeholders to understand our regulatory framework and engage with the Department.”

Fenhua Liu, director of the Captive Division, said the redesign is intended to simplify how users interact with the Department’s requirements and resources.

“The redesigned site and new tools are intended to simplify how users navigate our requirements and access key information,” Liu said. “We want both prospective and existing captive insurers to have a clearer understanding of our processes and the resources available to them, and we encourage everyone to explore the updated site.”

Website features focus on process clarity and timelines

Key features of the updated Captive Division website include:

  • An interactive eligibility screening tool using a guided decision-tree framework for proposed captives
  • Improved navigation and more detailed explanations of regulatory requirements
  • A streamlined design to facilitate access to core resources
  • Newly published Service Level Objectives outlining performance targets and expected timeframes for certain regulatory and administrative processes

Continued Momentum in Connecticut’s Captive Insurance Market

The website launch coincides with continued activity in Connecticut’s captive insurance sector. The Department participated in the Connecticut Captive Insurance Forum, where industry participants discussed trends, innovation, and opportunities for growth within the captive market.

Connecticut has also been named a finalist in the 2026 Captive Review U.S. Awards in the categories of Captive Domicile of the Year (Less than $5bn Gross Written Premium) and Cell Captive Domicile.

In recognition of the sector’s development, Governor Ned Lamont has proclaimed April 13, 2026, as Captive Insurance Day in Connecticut.
