Gary Anderson Marks ‘Day One’ as NAIC CEO Under New Leadership Structure

Will now oversee an organization with an annual budget of almost $160 million and nearly 600 employees

On May 1, 2024, Gary D. Anderson assumed his role as the National Association of Insurance Commissioners’ (NAIC) Chief Executive Officer (CEO). The NAIC and its Members announced the appointment of Anderson, an insurance veteran who most recently served as Massachusetts Insurance Commissioner, on March 16, 2024.

In addition to Anderson being named CEO, the NAIC formalized its Senior Leadership Team. Effective March 1, 2024, the NAIC announced the following internally:

  • Andy Beal, Chief Operating Officer and Chief Legal Officer
  • Christian Carter, Chief Member Experience Officer
  • Ethan Sonnichsen, Chief Government Affairs Officer
  • Evelyn Boswell, Chief DE&I Officer
  • Jeff Johnston, Chief Regulatory Affairs Officer
  • Jennifer Stroud, Chief People Experience Officer
  • Jim Woody, Chief Financial Officer
  • Kay Noonan, General Counsel
  • Scott Morris, Chief Technology Officer

The Senior Leadership Team anticipates the benefits of a new structure that will streamline decision-making, improve communication, and foster greater agility with operations. Anderson and the NAIC staff will continue to provide the stability and guidance needed for the organization to support the NAIC Officers and Members.

Served as Massachusetts Commissioner from 2017 to 2024

In 2017, Anderson was appointed Commissioner of Insurance by Massachusetts Gov. Baker. Mr. Anderson’s insurance experience began in 1999 with a regional carrier in the Northwestern U.S. He then served as a policy adviser and senior counsel in the Massachusetts State Senate President’s office, where he was involved in several policy areas, from the state’s broad efforts to control health care costs to all matters affecting the financial services sector.

In February 2014, he joined the Massachusetts Division of Insurance as the First Deputy Commissioner. His responsibilities included strategic planning and policy development for all aspects of the agency.
