

Leadership Additions Strengthen SRS Titanium and Firmwide Governance
- Strategic Risk Solutions (SRS) appoints Robert Gagliardi as Chief Executive Officer of SRS Titanium.
- SRS names former Vermont captive regulator Sandy Bigglestone as Managing Director/Chief Governance, Regulatory, & Compliance Officer (CGRCO), effective January 2026.

Concord, MA – Strategic Risk Solutions (SRS), the world’s largest independent insurance company manager, has announced two senior leadership appointments to support its specialized initiative – SRS Titanium – and to bolster firmwide governance and regulatory capabilities.
On November 24, 2025, SRS announced the appointment of Robert Gagliardi as Chief Executive Officer of SRS Titanium, a specialized initiative “delivering innovative captive insurance solutions for Fortune 500 and other global and complex organizations.” Based in Burlington, Vermont, Mr. Gagliardi brings more than 25 years of influence in the global captive sector and is “greatly respected for his insight into industry trends and work with large global clients.” He has been named to the Captive Review Power 50 list and is widely recognized throughout the captive community.

Formerly the Head of Global Captive Management at AIG, Mr. Gagliardi’s experience in the formation, design, and management of captive insurance companies on a global scale is described by SRS as “exactly what SRS is looking for when it comes to spearheading the SRS Titanium initiative.”
On December 2, 2025, SRS further expanded its senior team with the appointment of Sandy Bigglestone as Managing Director/Chief Governance, Regulatory, & Compliance Officer (CGRCO), effective January 2026. In this firmwide role, Ms. Bigglestone “will provide leadership and guidance to ensure the firm’s clients have best in class governance procedures in place and are in compliance with various regulations that impact captive owners in various jurisdictions.” She will also “be closely involved in the recently announced specialized initiative – SRS Titanium – in delivering innovative captive insurance management and consulting solutions for Fortune 500 and other global and complex organizations where governance and regulatory compliance is an increasingly important issue for owners.”
Based in Vermont, Ms. Bigglestone joins SRS after serving as Deputy Commissioner of the Captive Insurance Division at the Vermont Department of Financial Regulation. Over her 29-year career at the state level, “she has been a key contributor, along with many others, in establishing Vermont as the gold standard for captive insurance regulation in the US.” She has also “been actively involved with National Association of Insurance Commissioner (NAIC) and other industry bodies in promoting appropriate regulation of captives and other insurance entities.”
At SRS, Ms. Bigglestone “will leverage her regulatory and compliance expertise to manage increasing demands being placed on captive owners from various governmental agencies.”
