
Also Announced $3.34 Million in Consumer Recoveries, and Continued Regulatory Oversight in 2025
CONCORD, NH (January 29, 2026) – The New Hampshire Insurance Department (NHID) today announced key financial and regulatory achievements for Calendar Year 2025, including $3.34 million in consumer recoveries, $185.62 million collected for the state’s General Fund, and continued oversight of New Hampshire’s insurance marketplace. These results reflect the Department’s ongoing commitment to consumer protection, regulatory enforcement, and financial accountability.
Additionally, over 30 new insurance companies entered the New Hampshire market during 2025, reflecting the stability of the state’s insurance market and a sustained attractiveness in New Hampshire’s regulatory environment.
“Calendar Year 2025 reflects the strength of New Hampshire’s insurance market and the Insurance Department’s continued focus on protecting consumers,” said Insurance Commissioner DJ Bettencourt. “By returning more than $185 million to the General Fund and recovering over $3.34 million for Granite Staters, the Department is delivering real value for taxpayers while holding the insurance market to the highest standards of accountability and compliance.”
In Calendar Year 2025, the NHID collected $185.62 million for the General Fund, including $159.02 million from premium taxes and $26.60 million from fees and fines. Premium taxes included $151.37 million from admitted carriers and $7.65 million from non-admitted premium tax revenue. Fees and fines consisted of $19.35 million from producer licensing fees, $5.11 million from adjuster licensing fees, and $2.14 million from all other fees, including fines.
“The New Hampshire Insurance Department’s efficient collection of $159 million in premium taxes reflects the growth and stability of the state’s insurance sector,” said Amy Duhaime, Chief Tax Officer. “These funds are a vital resource for the state, reinforcing our commitment to sound financial oversight and regulatory accountability.”
The Department’s Consumer Services Unit handled a total of 6,536 cases, excluding external health reviews, and responded to 4,216 calls related to life and health and property and casualty insurance. Life and health cases totaled 4,069, including 592 complaints, 3,118 consumer assistance matters, and 359 health plan inquiries, resulting in $2.2 million in recoveries. The Property and Casualty Unit handled 2,467 cases, including 649 complaints, 1,737 consumer assistance matters, and 81 inquiries, resulting in $633,196 in recoveries.
The External Health Review program processed 119 cases and recovered $503,370 for consumers. Total recoveries for New Hampshire consumers, including external health reviews, reached $3,336,376.
“Our Consumer Services Unit remains focused on ensuring that New Hampshire residents receive the full benefits to which they are entitled under their insurance policies,” said Robin Tierney, Consumer Services Director. “Through complaint investigations, consumer assistance, and external health reviews, our team works every day to resolve insurance issues and advocate for Granite State consumers.”
The NHID’s Enforcement Unit investigated 351 cases, initiated 28 administrative actions, and assessed more than $630,000 in fines. In addition, the Enforcement Unit worked in coordination with the Department’s Market Conduct teams on hundreds of thousands of dollars in additional enforcement activity, reinforcing the Department’s role in maintaining compliance with state insurance laws and regulations.

The New Hampshire Insurance Department’s Licensing Unit continued to process a high volume of applications in 2025, maintaining a record level of active licensees statewide. As of calendar year 2025, the NHID reports a total of 246,224 active licenses, including 237,510 individual licensees and 8,714 business entity licensees. Active license counts include 128,819 producers and 118,044 adjusters. During calendar year 2025, the Licensing Unit added 742 new resident producers, 45 new resident adjusters, and 37 new resident business entities.
