The Top Pet Insurance Companies in Massachusetts & New England

Pet health insurance continued to gain traction across North America in 2024. In its state of the market report for 2025, the North American Pet Health Insurance Association (“NAPHIA”) reported 7.03 million pets were insured at the 2024 year-end, a 12.2% increase over the 6.25 million insured pets in 2023.

In terms of the composition of this marketplace, the national market remains highly concentrated, led by California with 18.3% of insured pets and 20.2% of gross written premium (GWP), followed by other major states including New York, Florida, and Texas. Massachusetts ranks among the top 10 U.S. pet insurance markets, accounting for 3.4% of insured pets and 3.8% of GWP, underscoring the region’s importance in this growing line of business.

Against this national backdrop, the following report drills down into the latest pet insurance market share data for the New England states, highlighting how leading national players and regional competitors are positioned across Massachusetts, Connecticut, Rhode Island, New Hampshire, Maine, and Vermont.

Strong regional concentration among a common set of insurers

Across all six New England states, the same core groups dominate: Trupanion, Nationwide, JAB Holding, Munich Re, Chubb, Fairfax, and Metropolitan appear in the top 10 in every jurisdiction. Lemonade, AXIS, and AXA also show up repeatedly. The top three writers in each state account for roughly 60%–72% of premium (about 66% in Massachusetts, 63% in Connecticut and Rhode Island, 60% in New Hampshire and Vermont, and over 72% in Maine), indicating a relatively concentrated marketplace.

Trupanion leads in all six New England states

Trupanion is the largest writer in all six New England states, with market shares ranging from about 26%–27% in Connecticut, Rhode Island, and Vermont up to roughly 37% in Massachusetts and 39% in Maine. That gives Trupanion a particularly strong lead in Maine and Massachusetts relative to the rest of the region.

Nationwide as the primary challenger, with JAB and Munich Re close behind

Nationwide holds the second-largest share in most states, generally running in the mid-teens to mid-20s, including about 24.8% in Connecticut and 21.7% in Rhode Island. JAB Holding and Munich Re also post double-digit market share in every New England state, typically ranking among the top four, underscoring their role as key competitors to Trupanion and Nationwide in the region.

Maine and Massachusetts stand out for the dominance of the largest writers

In Maine, Trupanion, JAB, and Nationwide together control more than 70% of the market (39.22%, 16.76%, and 16.42%, respectively). In Massachusetts, Trupanion, Nationwide, and Chubb together account for just over 66% of premium. Those two states show the highest top-three concentration among the six.

Smaller but notable state-specific players

A few groups appear only in one or two New England states but still secure meaningful shares. In Vermont, Concert Group Holdings holds 17.56% of the market, ranking second. Palms Specialty also appears only in Vermont with 2.23%. Accredited shows up in Connecticut and Maine with sub-1% shares but still within the top 10. Liberty Mutual appears only in Rhode Island with a small share (0.49%).

Top-10 writers effectively constitute the whole market

In each state, the cumulative market share of the top 10 groups is effectively the entire marketplace, with cumulative shares in the 97%–99% range and Vermont’s state total listed at 100%. That supports the view that New England’s pet insurance market is dominated by a relatively small number of national and specialty groups.

Loss ratio patterns show pressure for certain writers

Loss ratios for many of the larger market participants tend to fall in the 60%–80% range across the six states (for example, Trupanion, Nationwide, JAB, Munich Re, Chubb, and Fairfax). By contrast, some groups, notably Metropolitan and AXA, report loss ratios above 100% in several states (Metropolitan over 100% in Massachusetts, Connecticut, Maine, and Vermont; AXA in multiple states as well). Those figures suggest that, within New England, some writers are experiencing significantly higher claim costs relative to premium than others.
