2nd Look 2026: Market Share Report for MA Auto Insurance Marketplace

Published every other month, Agency Checklists’ CAR Updates review the latest data on the current state of the Private Passenger Automobile Insurance marketplace. For our first look of the year, this update reviews the market share data as of December 2025, the latest date for which complete data is available.

For those readers unfamiliar with the Commonwealth Automobile Reinsurers, better known as “CAR”, it is the official statistical agent for motor vehicle insurance in the Commonwealth of Massachusetts.

Three Takeaways from the 2025 Massachusetts Private Passenger Auto Market Share Data

Based on the market share charts from 2020 through 2025 and the 2025 exposure data, several notable trends emerge in the Massachusetts private passenger automobile insurance marketplace. These trends highlight gradual shifts in market leadership, the continued influence of national carriers, and the relative stability of the state’s regional insurers.

1. Commerce Remains the Largest Writer, but Its Market Share Has Gradually Declined

Commerce Insurance Company continues to hold the leading position in the Massachusetts private passenger auto market.

Market share by year:

  • 2020: 22.1%
  • 2021: 21.5%
  • 2022: 20.9%
  • 2023: 19.9%
  • 2024: 19.0%
  • 2025: 18.33%

While Commerce still leads the market by a wide margin, its share has declined steadily over the past five years. The data show a reduction of roughly four percentage points since 2020, indicating a gradual redistribution of market share among other carriers rather than a sudden shift.

Despite that decline, the company remains the dominant writer with 908,833 exposures, maintaining a clear lead over all competitors in the Commonwealth.

2. Progressive’s Market Share Has Progressed Significantly Over the Past Five Years

The data show a consistent increase in Progressive’s share of the Massachusetts private passenger auto market.

Market share by year:

  • 2020: 5.1%
  • 2021: 5.8%
  • 2022: 6.2%
  • 2023: 7.2%
  • 2024: 9.8%
  • 2025: 12.17%

This represents nearly a 250% increase in market share since 2020. By December 2025, Progressive had 603,279 exposures, placing it among the largest writers in the state.

In addition, GEICO holds 11.50% of the market in 2025 with 569,979 exposures, meaning the two national carriers together account for 23.67% of the Massachusetts private passenger auto market.

3. Regional Massachusetts Carriers Continue to Hold Significant Positions

Despite the growth of national carriers, several Massachusetts-based or regionally focused insurers remain major participants in the market.

Among the largest regional carriers in 2025:

  • Safety Insurance: 9.30%
  • Plymouth Rock: 7.88%
  • Arbella: 7.08%

Together, these three carriers represent approximately 24.26% of the market, demonstrating the continued importance of regional companies and agency distribution in Massachusetts.

Other regional carriers—including Norfolk & Dedham Mutual, Quincy Mutual, and Amica Mutual—also maintain smaller but measurable shares of the market.
