5th Look 2025: Market Share Report for MA Auto Insurance Marketplace

Published every other month, Agency Checklists’ CAR Updates review the latest data on the current state of the Private Passenger Automobile Insurance marketplace. For our fourth look of the year, this update reviews the market share data as of June 2025, the latest date for which complete data is available.

For those readers unfamiliar with the Commonwealth Automobile Reinsurers, better known as “CAR”, it is the official statistical agent for motor vehicle insurance in the Commonwealth of Massachusetts.

A Look at the Latest Data on Insurer’s Exposures & Market Share

The following are some insights on the latest data from the Commonwealth Automobile Reinsurers for June 2025 as compared to similar data from June 2024:

  • Commerce Insurance experienced a decline of 17,960 exposures, resulting in a 3.71% year-over-year drop based on CAR data as of June for each year. This suggests a modest contraction in their customer base or policy volume.
  • GEICO saw a decline of 34,662 exposures, representing a 10.45% drop when comparing June 2025 to June 2024 numbers. That’s a significant contraction in their policy count, possibly due to pricing shifts, competitive pressure, or strategic changes.
  • USAA also saw a modest increase of 5,289 exposures, representing a 5.40% year-over-year growth.
  • An insurer to note. While claiming a small percentage of the market share, the insurer Incline has made positive movements in Massachusetts based on the latest data. As of June 2025, a new entrant, Incline Insurance, now holds 5,190 exposures, representing a 0.20% market share. The company was founded in 2015.

Top Three Insurers with the most gain in exposures year-over-year based on CAR data collected for June

  • Progressive had the largest absolute gain, adding over 73,000 exposures—likely due to aggressive expansion or competitive pricing.
  • Standard Fire also made a strong leap, gaining over 24,000 exposures and boosting its market share by nearly a full percentage point.
  • Middlesex, while smaller in scale, had the highest percentage growth, more than tripling its exposures.
