6th Look 2025: Market Share Report for MA Auto Insurance Marketplace

Insights on the Latest Market Share Data as of August 2025

Published every other month, Agency Checklists’ CAR Updates review the latest data on the current state of the Private Passenger Automobile Insurance marketplace. For our sixth look of the year, this update reviews the market share data as of August 2025, the latest date for which complete data is available.

For those readers unfamiliar with the Commonwealth Automobile Reinsurers, better known as “CAR”, it is the official statistical agent for motor vehicle insurance in the Commonwealth of Massachusetts.

Commerce Remains Consistent

Commerce Insurance (MAPFRE) continues to lead the Massachusetts private passenger auto market, holding 18.22% of total exposures as of August 2025, a share it has maintained within a narrow 18.1–18.3% range since early in the year. The carrier’s stable position reflects its deep agency distribution and brand presence, which continue to anchor it well ahead of national direct writers. Despite modest fluctuations in exposure counts typical of the policy-year cycle, Commerce’s lead remains structurally unchanged.


2. Progressive Extends Its Edge Over GEICO

Progressive overtook GEICO in May 2025 and has since maintained a consistent advantage in market share — 11.92% versus GEICO’s 11.56% in August.
Both carriers continue to compete tightly for second place, but Progressive’s gains over the summer months suggest stronger policy acquisition momentum through its agency network and digital platforms. Together, the two national direct writers now account for roughly 23.5% of the market, underscoring their entrenched dominance below Commerce.


3. Regional Carriers Maintain Solid Middle-Tier Shares

Massachusetts-based and regional carriers remain highly competitive in the middle segment.

  • Safety Insurance continues to hold around 9.6% of the market and is ranked fourth in total market share.
  • Plymouth Rock follows Safety with approximately 8.0%, and
  • Arbella had approximately 7.1% of the market as of August.

These carriers’ shares have remained consistent throughout 2025, reflecting stable renewal retention among agent-distributed business and sustained policyholder loyalty within the state’s core personal auto market.


4. Travelers (Standard Fire) and Liberty Mutual Round Out the Top Tier

The Travelers Companies’ Standard Fire subsidiary continues to secure a solid 6.0% share, followed by Liberty Mutual at 5.0%. Both maintain their positions as large, diversified national carriers active in Massachusetts’ independent agency channel.
