2nd Look 2026: Market Share Report for MA Commercial Auto Insurers

Agency Checklists latest update on the Commercial Auto Insurance marketplace examines activity during December 2025. As noted in each of our reports, this analysis is based on the latest available data as provided by the Commonwealth Automobile Reinsurers (CAR).

For readers who may be unfamiliar with CAR, the authority serves as the official statistical agent for motor vehicle insurance in Massachusetts, collecting and maintaining data for the Commonwealth’s motor vehicle insurance industry.

Three Takeaways from the latest year-end data for the Commercial auto insurance marketplace

1. Safety Insurance ends 2025 as the largest commercial auto insurer

The most significant change in the commercial auto marketplace is the shift in market leadership.

  • 2020: Commerce Insurance Company — 15.2%
  • 2021: Commerce — 14.6%
  • 2022: Commerce — 13.8%
  • 2023: Commerce — 13.7%
  • 2024: Safety and Commerce — both 12.9%
  • 2025: Safety Insurance Company — 12.87%

As of December 2025, Safety Insurance Company holds the largest share of the Massachusetts commercial auto market with $182.6 million in premium and 12.87% market share.

Commerce remains close behind at 11.58%, continuing the trend of the two carriers effectively anchoring the top of the market, with Commerce having led the segment for most of the past five years.

2. The Top Four Carriers Control Nearly Half of the Market

The commercial auto market remains heavily concentrated among a small number of insurers.

The top four writers in 2025 are:

  • Safety — 12.87%
  • Commerce — 11.58%
  • Arbella — 10.99%
  • Progressive — 9.04%

Combined, these four carriers account for approximately 44.5% of the Massachusetts commercial auto insurance market.

The same companies have consistently appeared among the top writers across the past five years, indicating a relatively stable competitive structure in the Commonwealth’s commercial auto segment.

3. Mid-Tier National and Regional Carriers Continue to Compete for Share

Below the top four carriers, the market becomes more fragmented.

Several insurers maintain mid-tier market positions between roughly 3% and 7%, including:

  • Travelers — 6.91%
  • Plymouth Rock — 4.77%
  • Fireman’s — 3.60%
  • Tokio Marine & Nachido — 3.37%

Other carriers with meaningful but smaller shares include Selective Insurance (2.58%), Zurich (2.48%), and Hanover (2.41%).

This portion of the market shows a broader mix of national and regional insurers competing for share, while the largest carriers remain clearly separated at the top.
