
June Data Shows Commerce Still No. 1 As Pending MAPFRE-Safety Deal Puts 27% Of Market in Focus
Agency Checklists’ latest look at the Massachusetts private passenger automobile insurance marketplace finds Commerce continuing as the state’s largest private passenger auto insurer as of June 2026, followed by Progressive, GEICO, Safety, and Plymouth Rock.
The June data also provide a new perspective on one of the most significant developments in the Massachusetts insurance marketplace this year: MAPFRE’s pending $1.54 billion acquisition of Safety Insurance.Commerce accounts for 18.38% of Massachusetts private passenger auto exposures, while Safety accounts for another 8.96%. Together, the two represent 696,136 exposures, or approximately 27.34% of the 2.55 million exposures reported through June.
With the transaction not yet been completed, Commerce and Safety remain separate companies in the June market data.
Commerce Leads, While Progressive Holds Second Place
Commerce remained Massachusetts’ largest private passenger auto writer through June, with 467,943 exposures and an 18.38% market share.
Progressive ranked second with 336,553 exposures, representing 13.22% of the market, followed by GEICO with 287,002 exposures and an 11.27% share.
Safety is currently the fourth largest private passenger auto insurer with an 8.96% share of the market, while Plymouth Rock rounded out the top five with 211,946 exposures and an 8.32% share.
The top five companies collectively accounted for 1,531,637 exposures, or 60.15% of the Massachusetts private passenger auto market through June 2026.
Top 10 Account For Nearly 86% Of Massachusetts Market
Market concentration increases substantially when the next five insurers are included.
Arbella ranked sixth with 6.76% of exposures, followed by Travelers at 6.25%, Liberty Mutual at 5.48%, USAA at 4.20% and Amica Mutual at 2.99%.
Together, the 10 largest writers accounted for 2,185,500 exposures, representing 85.83% of the statewide market through June.
Pending MAPFRE-Safety Acquisition Adds New Context To Market Rankings
The June figures take on additional significance following MAPFRE’s agreement to acquire Safety Insurance for approximately $1.54 billion.
Commerce alone currently holds an 18.38% share of the Massachusetts private passenger market. Safety adds another 8.96%. On a simple combined basis using the June CAR categories, the two companies account for approximately 27.34% of Massachusetts private passenger auto exposures.
That calculation reflects their existing June 2026 exposures and does not treat the pending acquisition as completed or assume how the companies or their books of business will be structured following the transaction.
